Ip Ching asks to see the councilors, and mentions Mr Guo will support the councilors’ plan. Both Ip Ching and Yat-to are not confident about their respective bills getting through. Ip Ching and Yat-to want to convince each other, but in vain. While going after some shoplifter, shopkeeper Kwan Cheuk-hin’s head is injured. After being taken to hospital, he refuses to undergo further examination. Actually, Cheuk-hin was shot in the head five years ago. Moreover, he used to be Man-shun’s fellow war doctor. After the duo recognize each other, Cheuk-hin’s heart abruptly stops beating. Meanwhile, Ip Ching’s opinion regarding the approach to treating some patient differs from Tong Ming’s. Cheuk-hin comes round and declines Yat-to’s advice to have brain surgery.
